THE DEPARMENT of Social Welfare and Development (DSWD) 7 has been tasked by the court to monitor the development of the 14 children earlier ‘rescued’ from the cult to verify if the court order issued last Wednesday was followed.
Abarintos has also ordered Salva Me to submit periodic report.
Patalinghug said DSWD had several plans of action readied once they start monitoring the activities of the parents of the 14 children who are members of the cult.
Abarintos presided a summary hearing for the protective custody of the children Wednesday morning.
He ordered for the return of 14 children that were “rescued” from Salva Me to the custody of their parents on the condition that they send their children to school and take care of their health.
The parents were also ordered to let their children undergo immunization.
Patalinghug said DSWD would check if the parents would bring their children to barangay Buhisan health center for regular health checkup.
Mayor Tomas Osmeña lauded the court’s decision to return the children to their parents.
“I think the judge made the right decision. I can appreciate the wisdom of the judge to return the children, at the same time make the parents realize their responsibilities,” Mayor Osmeña said.
However, he believed if the parents failed to comply their promise with the judge, he (Abarintos) has the option to get back the children.
“Return it but they have to realize their responsibilities, he has the option to get it back,” Osmeña said, adding that “we are not yet closing the possibility of taking the kids back.”
Councilor Gerardo Carillo, chairperson of the committee on social services, women, and socialized housing, also warned that the city government will once again take custody of the children if their parents fail to comply with the requirements of the court.
“If they fail again we will request the court for the cessation of parental authority over the children,” said Carillo.
DSWD is also planning to check if the parents really registered their children with the Registry of Birth, Patalinghug said.
As this developed, government officials have not yet given up on its plan to investigate the alleged practice of members of the Salva Me cult to force their children to work.
Commission on Human Rights (CHR) regional director Alejandro Alonso said in an interview with GMA 7 that he would also direct cult leader Alfredo Verano to comment on accusations of abuses and deception against him next week.
Buhisan barangay captain Rustica Asid said the Department of Environment and Natural Resources had already taken cognizance of the alleged treasure hunting operations by three groups, which include Salva Me.
STREETS
Meanwhile, it is now part of the regular activity of the City of Cebu to clear the city streets of streetchildren.
Some cult members accused the government of focusing only on their children when in fact there are so many children in the city streets who have not been to school.
However, Patalinghug said the streetchildren are well taken cared of by the city government through their program, Oplan Sagip Bata.
Councilor Carillo said that the rescue operation they conducted on children of Salva Me cult members still proved to be a success, despite the return of the children to their parents.
“We really wanted to return the children. We just wanted to emphasize care for the children and not to impose force labor and maintain good hygiene and nutrition,” Carillo said.
He also clarified that the city government did not want to intervene with the religious beliefs of Salva Me, but stressed that cult members have to comply with the law.
Carillo said he met with social workers from the Department of Social Welfare and Services (DSWS) and directed them to continue monitoring of the parents compliance with Abarintos order.
Carillo said here is no reason for parents not to send their children to school. The city government provides free elementary and secondary education for its constituents, Carillo said.
Cebu City Task Force for Street Children chairperson Margot Osmeña has also pledged to secure funds for the education of children of Salva Me members.
