Dialogue Ireland’s Mike Garde said US specialists could help officers solve an apparent slaughter in Co Wicklow last month.
He urged the move after a dog was tied to a concrete altar in Enniskerry and killed.
The news last week horrified locals who are hoping to bring the sick culprits to justice.
Mr Garde said there could be “a deeper significance” to the killing.
He said the FBI have specialists in the field and could help.
