Chinese jail boss accused of abuse; Fighting deportation from Canada
A former prison official with the Chinese government, accused of participating in the persecution of Falun Gong members, is fighting an immigration board decision that could boot him out of the country.
Between 1982 and 1992, Guang-Sheng Han, 53, rose through the ranks of the Chinese justice system, eventually becoming the overseer of four labour camps and two prisons, government lawyer Tamrat Gebeyehu said at a hearing in federal court yesterday.
The camps were located in the northeast Chinese city of Shenyang, Gebeyehu said.
Han, who fears execution if he is sent home, has applied to federal court for a judicial review of the immigration board’s rejection of his asylum claim on April 25, 2005.
‘He was a participant’
He defected in 2001 while visiting Toronto.
Gebeyehu said Han, who was not present in court, is effectively an accomplice to China’s crimes against humanity for its torture and repression of Falun Gong, a religious group.
“He cannot just say, ‘My former sins have been forgiven,’” Gebeyehu said.
“He was a participant within the prison authority. He was a very powerful person. This is a person of stature within his own administration.”
Han’s lawyer argued his client was opposed to the Chinese government crackdown on Falun Gong and disobeyed orders.
Nkunda Kabateraine said there was no corroboration to accusations Han personally participated in abuse of Falun members.
A ruling will be released at a later date.
